Hello, my name is Julie McMurtrie and I currently live in Millersville, PA. I have been married for 27 years and my husband and I have one daughter, who is 25 years old and a Special Education teacher at Penn Manor High School.
I was a Special Education teacher with the Lancaster-Lebanon IU 13 for 31 years. I went to Millersville University and received my Bachelors/Masters degree in Education in 1988.
From 1988 to 2019, I taught in the following programs: Life Skills Support, Physical Support, School to Work program, and the Willow Valley Work Immersion program. I retired in 2019 in order to take care of my elderly parents, one of which has Alzheimer’s.
Along with teaching students with special needs, I have always been a strong advocate for rescuing animals. I have been rescuing dogs, cats, rabbits, Guinea pigs, turtles, pigeons, and horses for many, many years.
I started volunteering for ORCA, the Organization for Responsible Care of Animals, back in 1993. I was an ORCA hotline volunteer, foster parent for many dogs, Guinea pigs, pet rats, rabbits, turtles, and pigeons. I was also an ORCA board member from 2010-2016.
At that time, my passion for rescuing animals became more focused on puppy mill rescues. So, I started volunteering, fostering, and adopting neglected and abused dogs from ATTT- A Tail to Tell Puppy Mill Rescue.
I currently own six rescue dogs. Three dogs from ATTT Puppy Mill Rescue, three dogs from ORCA.
I also recently adopted 2 senior horses who will now be able to spend the last years of their life in a loving and caring home.

I also get to enjoy my time with my dog Stella who is a English Setter. At this time, I do not have any cats, but at one time I had 2 dogs and 3 cats. I am not ruling out that one day I will have a cat or two in the future. I love spending time with my family. My husband and I also enjoy entering our two cars (Cadillac CTS Coupe 2013 and Chev Corvette 2008 into car shows locally (have placed in some of the shows). When I have some time to myself, I also enjoy reading Danielle Steele books.
When I heard that Columbia was going to have an Animal Shelter, I thought it would be nice to help animals. (I wanted to be a veterinarian when growing up). I have been volunteering with the shelter before it was even built. I used to physically help in the shelter doing the everyday cleaning and feeding the cats and dogs, but now most of my time is now used to help raise money for the animals.
Patty McKonly is one of the founding members of the Columbia Animal Shelter. Her mother-in law, Judy had the wonderful idea of starting an animal shelter in Columbia PA. After the building was bought and renovations were started she passed away, leaving Patty, her husband Mike and cousin Keith to complete the task!! It was a true labor of love and we are very proud of what it has become!
Originally from NJ, Patty went to college at Elizabethtown College, graduated and never left! She has a BA degree in psychology and a Masters of Education from Millersville University. She worked as a School Counselor at the Willow Street Career and Technology Center for 10 years. After retiring from there she became the Human Resources Administrator at Kleen-Rite Corporation. She and her husband Mike started the Best Price Propane Company and she also managed the Kleen-Rite Car Wash for several years.
After retiring from those 3 positions about 4 years ago, thanks to Mike’s children becoming involved in the businesses, she became the property manager at Kleen -Rite Corp. as well as the full time property manager of their vacation rentals and long term rentals in PA. FL, MI, and MD.
Patty also manages Kleen Acres Farm where they have chickens, 4 horses, 1 goat, a camel and MANY barn cats. thanks to adopting many feral cats from the Columbia Animal Shelter.
Patty and Mike McKonly have been married for 22 years. They have a blended family of 6 children, 6 grandchildren, one dog and 3 house cats!
Patty’s hobbies include horse back riding, traveling and gardening.
Alan’s animal welfare efforts started in 2022, when he began trapping, ‘fixing’, and caring for a displaced colony of community cats in his backyard. Shortly after, he and a handful of other volunteers founded the Columbia Cat Action Team, commonly referred to as CCAT in the borough. CCAT is a TNR group that serves Columbia. In 2023 they successfully got the borough’s feeding ordinance changed to allow residents to feed community cats, as long as they participate in the CCAT program, and register their colony with the borough. CCAT also became an official subcommittee of the shelter in 2023 and in 2024 Alan accepted a seat on our board. The volunteer group he leads has helped over 300 cats to date and they continue to make a positive impact month after month.
